RECOMMENDATIONS FROM AUDIT COMMITTEE

Report of the Corporate Director - Strategic Resources

1.0

PURPOSE OF REPORT

1.1

This report seeks member approval of various documents required for the new North Yorkshire Council.

2.0 BACKGROUND

2.1 Audit Committee, at its meeting on 20 March 2023, is scheduled to consider the following:-

· Counter Fraud Strategy 2023-27 and a 2023/24 Counter Fraud Work Plan

· Internal Audit Charter for the new North Yorkshire Council

· Local Code of Corporate Governance for the new North Yorkshire Council

2.2 The reports to be considered by the Audit Committee are attached as annexes to this report. Audit Committee will be asked to submit recommendations to the Executive for approval, prior to Vesting Day, under the Executive’s transitional powers.

2.3 The recommendations of Audit Committee will be reported orally to today’s meeting of the Executive.

3.0 FINANCIAL IMPLICATIONS

3.1 There are no financial implications although the threat of fraud represents an ongoing risk to the Council’s resources and reputation.

4.0 LEGAL IMPLICATIONS

4.1 There are no legal implications.

5.0 CLIMATE CHANGE IMPLICATIONS

5.1 There are no climate change implications.

6.0 EQUALITIES IMPLICATIONS

6.1 There are no equalities implications.

7.0 REASONS FOR RECOMMENDATIONS

7.1 These documents are required to be in place from Vesting Day.

RECOMMENDATION

8.1

That, subject to the recommendations of Audit Committee, the Executive approves:-

(a) the Counter Fraud Strategy 2023-27, as set out at Appendix 1 of Annex A, and the Counter Fraud Work Plan, as set out at Appendix 2 of Annex A;

(b) the Internal Audit Chart for the new North Yorkshire Council, as attached to the report at Annex B; and
